SHILLONG, June 3, 2026 — The 73rd Plenary Session of the North Eastern Council (NEC) is scheduled to be held tomorrow in Shillong under the chairmanship of Union Home Minister and NEC Chairman, Amit Shah. The high-level convention will bring together top leadership and senior bureaucrats to map out strategic growth across the region.
High-Level Attendance and Pre-Plenary Discussions
The plenary session will feature a high-profile gathering of central and state leaders.
- Key Dignitaries: The meeting will be attended by the Union Minister for Development of North Eastern Region (DoNER) and Vice Chairman of the NEC, Jyotiraditya M. Scindia, along with Minister of State for DoNER, Dr. Sukanta Majumdar.
- State Representation: Governors and Chief Ministers of all eight North Eastern states, alongside council members and senior administrative officials from both central and state governments, will participate.
Ahead of tomorrow’s main event, a preparatory pre-plenary meeting was conducted today to fast-track discussions on key flagship initiatives, including Bamboo, Agarwood, and the Ashtalakshmi Darshan project. This initial meeting was attended by the Secretary of the Ministry of DoNER, the Chief Secretaries of all eight North Eastern states, the Secretary of the NEC, and other senior officials.
Key Focus Sectors and Task Force Reviews
The central objective of the session is to facilitate coordinated action among the North Eastern states and stakeholders to accelerate growth and meet shared development goals. The council is expected to deliberate heavily on the progress reports submitted by various Chief Minister-led High-Level Task Forces, which were previously constituted for critical development sectors.
Detailed presentations will cover an array of essential sectors:
- Infrastructure & Connectivity: Progress updates on infrastructure, economic corridor development, and regional connectivity.
- Livelihoods & Self-Reliance: Strategies for boosting local production to achieve self-reliance in milk, eggs, fish, and meat.
- Traditional Industries & Culture: Updates on the growth of the handloom, handicrafts, horticulture, agriculture, and tourism sectors.
- Commerce & Investment: Reviewing outcomes of the North East Investment Summit and Bankers’ Conclave, alongside logistics and Unique Selling Proposition (USP) projects.
North East Vision Plan 2047
A major highlight on the session’s agenda is the formulation and review of the North East Vision Plan 2047.
The 2047 Roadmap: This initiative serves as a comprehensive, long-term roadmap designed to transform the North Eastern region into a vibrant hub of economic growth, technological innovation, connectivity, sustainability, and cultural prosperity by the centenary year of India’s Independence.
Established under the North Eastern Council Act of 1971, the NEC operates as the apex regional planning body for the zone. This session will serve as a critical platform for council members to share localized development priorities and discover new opportunities for enhanced inter-state cooperation and cooperative federalism.
