According to reports by Bloomberg, the proposed framework would grant an initial three-year residency to wealthy foreign entrepreneurs who commit to investing at least £5 million ($6.7 million) into the nation. To secure a direct pathway to permanent British residency at the end of the three-year term, applicants must pass an enhanced vetting process and inject capital into specific high-growth priority businesses across the United Kingdom.

The Exit of the Non-Doms

This aggressive policy proposal comes as a direct response to a massive capital flight triggered by recent domestic fiscal overhauls. The UK historical status as a preferred sanctuary for international investors took a severe hit after the government dismantled the centuries-old non-domiciled (non-dom) tax regime in 2025. This legal loophole previously allowed ultra-rich residents to legally avoid paying taxes on their overseas earnings. The mere anticipation and final execution of these tax reforms caused an estimated 10,800 millionaires to abandon the UK in 2024, rendering subsequent attempts to soften the policy too little, too late for many affluent expatriates.

The Milan Connection and Global Relocation

A significant portion of the wealthy elite fleeing the British tax changes relocated to Southern Europe, with Milan, Italy, emerging as a primary destination. Italy attracted these individuals by offering a financial environment that mirrored what the UK used to provide: a fixed flat levy of €200,000 ($223,000) that allows wealthy residents to bypass domestic taxation on foreign income. A spokesperson from the UK Global Talent Taskforce confirmed that the government is actively consulting wealth advisors and reviewing all available strategies to aggressively restore the nation’s competitive edge and attract the world’s most affluent business minds.
