SHILLONG — In a historic milestone for India’s Northeast, the Government of Meghalaya officially signed the Host State Agreement with the Indian Olympic Association (IOA) on Saturday, formally securing its mantle to host the 39th National Games in 2027.
The agreement was signed by Meghalaya Chief Minister Conrad K. Sangma and IOA President P.T. Usha. The high-profile event was graced by Union Minister of Youth Affairs and Sports Dr. Mansukh Mandaviya, Minister of State for Sports Raksha Khadse, and state Sports Minister Wailadmiki Shylla.
The upcoming games coincide with Meghalaya’s landmark 55th year of Statehood, turning the multi-sport event into a massive celebration of regional identity, resilience, and growth.
The Blueprint for a “Collective Northeast Moment”
Chief Minister Conrad K. Sangma emphasized that while Meghalaya is the lead host, the 39th National Games will be executed as a unified regional effort. Rather than confining the entire sporting ecosystem to a single state, neighboring Northeastern states will also share host participation rights for specific sporting disciplines held within their borders.
Within Meghalaya, the mega-event will be spread across three major hub cities to ensure deep demographic engagement:
- Shillong
- Tura
- Jowai
The revised agreement lays down highly detailed, clear operational, financial, and legal boundaries for both the host state and the IOA. Over 10,000 athletes are expected to converge in the region, and official state estimates project that the sporting push will generate over 5,400 direct employment opportunities for the local youth.
Key Infrastructure & Capital Developments Unveiled
To mark the operational readiness of the state, Union Minister Mansukh Mandaviya inaugurated a state-of-the-art Integrated Multipurpose Indoor Hall at the J N Sports Complex in Shillong.

Built at a cost of ₹132.9 crore and funded via the New Development Bank (NDB), the massive indoor hall was completed in a record 2.5 years despite treacherous terrain. Following the National Games, the facility will transform into a permanent High-Performance Sports Science Centre focusing on sports medicine, biomechanics, and nutrition.
Furthermore, Minister Mandaviya announced a fresh central allocation of ₹150 crore to establish a world-class high-altitude training center in Meghalaya to continuously scout and train local Himalayan athletic talent.
Anti-Doping and Talent Identification Directives
Following the official signing, Dr. Mandaviya chaired a high-level review meeting assessing venue readiness. The Union Minister issued a directive stating that the 2027 games must strongly prioritize clean sports.
The ministry aims to utilize the massive 2027 stage as a primary platform for anti-doping awareness education, alongside mobilizing the vast volunteer base of the Mera Yuva Bharat (MY Bharat) youth initiative. This marks the third time the Northeast will host the National Games, following Manipur in 1999 and Assam in 2007.
