In a major move to formalize control over the world’s most critical oil chokepoint, Iran has launched the Persian Gulf Strait Authority (PGSA). Effective May 11, 2026, all commercial vessels must now secure prior authorization and pay mandatory transit tolls to navigate the Strait of Hormuz.
The New “VID” Requirement
To obtain a permit, shipping companies must submit a “Vessel Information Declaration” (VID) to https://pgsa.io/. This form contains over 40 detailed questions regarding:
- Vessel Identity: IMO numbers and all previous names.
- Ownership & Crew: Nationalities of registered owners, operators, and all crew members.
- Cargo & Route: Detailed manifests and precise intended transit coordinates.
High Costs and Strategic Warnings
While an official tariff has not been released, reports indicate some operators have already paid up to $2 million for a single transit. Iranian officials have issued a stern warning: any country complying with US sanctions against Tehran will face “certain difficulties” crossing the waterway. Vessels linked to the United States or Israel remain strictly barred from entry.
