NEW DELHI — In a major development for over 22 lakh medical aspirants, the Supreme Court of India on Monday refused to order that the upcoming NEET-UG 2026 re-examination be conducted in a Computer-Based Test (CBT) mode. The re-test, scheduled for June 21, will proceed in its traditional pen-and-paper format as originally planned.

A holiday bench comprising Justices P.S. Narasimha and Aravind Kumar explicitly acknowledged the immense pressure currently weighing on the National Testing Agency (NTA) following the sudden cancellation of the May 3 exam due to massive paper leak allegations.

The Court’s Reality Check on NTA’s Pressure

The petition, moved by RJD MP Sudhakar Singh along with student and medical bodies, pressed heavily for an immediate switch to a digital examination. The petitioners argued that a computer-based framework would completely eliminate the security vulnerabilities tied to printing, physically transporting, and storing lakhs of paper booklets.

However, the vacation bench took a deeply pragmatic stance, explaining that introducing a structural change at the eleventh hour would trigger absolute administrative chaos. Dismissing the urgency, Justice P.S. Narasimha remarked:

“There is no question of conducting the re-examination in CBT mode. They (the NTA) are already having too many problems. The examination was cancelled, and now it is being re-conducted. Understand the kind of pressure they have.”

The court has adjourned the matter to July 27, meaning the digital transition plea will only be reviewed long after the re-test is completed.

Upgraded Physical Measures for June 21 Re-Test

While a digital shift is ruled out for this round, the NTA has filed an affidavit detailing massive institutional overhauls and stricter protocols to guarantee a secure, leak-proof environment on June 21. The new security net includes:

  • Mandatory Live CCTV Surveillance: Every exam center will undergo a mandatory CCTV check, and the recorded footage will be securely preserved for a minimum of 90 days.
  • Post-Exam Forensic Reviews: NTA will perform advanced forensic analysis on the CCTV recordings post-exam to detect any organized cheating patterns or suspicious activities.
  • Organisational Restructuring: The testing body has added 16 new high-level administrative posts, including two Additional Director Generals, solely dedicated to digital operations and test security.
  • CBT on the Horizon: In its official submission, the NTA noted that it has already initiated consultations with the Central Government to permanently shift NEET-UG to a CBT format starting next year.

The court emphasized that it shares the deep emotional trauma experienced by young students and their families. Moving forward, the Apex Court noted that the deep-rooted issue of paper leaks will only resolve when “actual accountability” is pinned onto the specific officials managing the system.
