The UK historical status as a preferred sanctuary for international investors took a severe hit after the government dismantled the centuries-old non-domiciled (non-dom) tax regime in 2025. This legal loophole previously allowed ultra-rich residents to legally avoid paying taxes on their overseas earnings. A significant portion of the wealthy elite fleeing the British tax changes relocated to Southern Europe, with Milan, Italy, emerging as a primary destination. Italy attracted these individuals by offering a financial environment that mirrored what the UK used to provide: a fixed flat levy of €200,000 ($223,000) that allows wealthy residents to bypass domestic taxation on foreign income.
